A seasoned cop with the Shield City Police Department who's been around long enough to know how things really work—including the existence of the Cards, though he's less than thrilled about them. He's got a famously stubborn streak, especially when it comes to dealing with High Cards and Klondike.
Despite his hardened demeanor, he goes way back with Theodore and Ban. They're old friends, the kind of bond that probably comes from years of watching each other's backs in a corrupt system.
