Shigeru Jō became Kamen Rider Stronger after infiltrating the evil organization Black Satan—but his reasons were personal. His mentor and close friend Gorō Numata was murdered by the group, and rather than seek justice through conventional means, Shigeru saw an opportunity. He joined Black Satan under the pretense of wanting power and revenge, but he was playing them the whole time. The organization offered him surgery to transform him into one of their super warriors, not realizing he knew they were responsible for Numata's death.
Before Black Satan could complete their brainwashing process and lock him into their service, Shigeru escaped from their headquarters with his new abilities intact. Free from their control and powered up beyond measure, he reinvented himself as Kamen Rider Stronger—turning the very enhancements meant to enslave him into a tool for his own mission.
