This guy's whole strategy revolves around snakes—and I mean hundreds of them. He travels with this massive collection that he's trained to attack anyone who comes at him first, making him basically untouchable in a direct fight. The real mind game comes from the fact that he carries an antidote to his own snakes' venom on him at all times. So while his opponents are panicking about getting bitten, he's already planning how to use that antidote to mess with their heads and control the fight. It's a pretty twisted but effective setup for the Hunter Exam.
