Jill is Miharu Ratokie's younger brother. He and his sister Milly meet Kai when Miharu—a Zeon spy—invites him back to their place after Kai expresses interest in leaving White Base. Later, when Miharu decides to sneak onto White Base herself, she gives Jill and Milly money for food and says goodbye to them both.
