Hayabusa Ōka
He runs the Anti Magic Academy and heads up the Inquisitors of Heretics Office—basically the guy in charge when it comes to dealing with magic and heretics. Fair warning: he's pretty eccentric, which makes him either memorable or annoying depending on who you ask.
Ouka's his ward. He took her in after witches killed her parents and raised her himself. Despite their connection, her constant insubordination and reckless killing sprees eventually wore him down. He finally had enough and reassigned her to the 35th Test Platoon, probably hoping a change of scenery would straighten her out.
