As the leader of SCHOOL, one of the city's major underground factions, he wields the ability to generate Dark Matter—a substance that theoretically shouldn't exist. This makes him a natural foil to Accelerator, whose power centers on destruction rather than creation.
His rivalry with Mugino Shizuri, the #4 Level 5 and leader of ITEM, is intense and personal. He's openly obsessed with becoming the strongest esper, and has made it clear he'd kill Accelerator to claim the top spot. Beyond that, he's ruthless and coldly pragmatic—the type who sees anyone weaker than him as beneath consideration and won't lose sleep over collateral damage. Mercy isn't part of his vocabulary.
