Whetton is a character from the One Piece Rainbow Mist filler arc. He's a former pirate who basically took over the island of Ruluka—burning it down and then becoming its mayor. The whole thing came from wanting safety and power after his pirate days. His real scheme, though, involved funding Henzo's research on the Rainbow Tower by slapping absurd taxes on the islanders. His endgame was accessing the treasure hidden in the Rainbow Mist itself.
