Jōseki is a senior from Sunagakure who's basically the village's voice of caution. He was genuinely worried about Gaara becoming Kazekage—not just skeptical, but actively uncomfortable with it. To him, Gaara was a failed experiment, a walking disaster waiting to happen. So when the Akatsuki kidnapped Gaara, Jōseki didn't exactly rush to his rescue. Instead, he saw it as an opportunity. He figured they might as well use the moment to elect someone safer, someone more stable, to lead the village. It's a pretty cold take, but it shows where his priorities lie: village stability over personal loyalty.
