Best known for her first major appearance in Volume 14, where she tries to convince Touma to intervene in the chaos sparked by the Roman Catholic Church after Aleister publicly exposed their "magic" as just competing esper research programs.
Her reasoning is cynical: the Board has decided to sit back and let the conflict simmer because it's profitable. While the Science side panics about supernatural threats, Academy City can sell them weapons and rake in funding. To avoid blowback from the other Directors or Aleister himself, she hires Tsuchimikado Motoharu to pose as her assassin and shoots her to make the whole thing look real—a way to give Touma the moral push to act without directly asking him. Touma finds the whole stunt ridiculous, pointing out she didn't need a bullet wound to guilt him into fighting. She does recover from the injury.
What sets her apart from the other Board members is that she genuinely seems to care about Academy City's students, something ITEM and GROUP have both noted. When an assassination order comes down through SCHOOL targeting her, groups on the dark side are confused—she's not deep enough in the underworld to be worth killing. It later turns out Aleister orchestrated the hit anyway, using it as a domino to clean house and eliminate internal problems like those caused by BLOCK. Whether she lived or died was irrelevant to the real plan.
