Penguin doesn't have a ton of backstory yet, but what we know paints a pretty specific picture. He's basically a guy who likes women and is genuinely loyal to Law—typical pirate crew member material, really.
Before joining Law's crew, Penguin was kind of a jerk as a teenager. He'd mock people, pick fights, and generally throw his weight around, which tracks with someone who clearly respects strength above all else. Turns out the best way to earn his respect was to beat him and his buddy Shachi into submission, which is exactly what Law did. After that thrashing, Penguin decided Law was worth following, and he's stuck with him ever since.
