Hannyabal serves as vice-warden at Impel Down, though "ambitious" barely covers his actual drive—he basically won't shut up about it. His real obsession is getting rid of Magellan and taking the top job himself. It's kind of his thing. He'll randomly blurt out how he wants to be warden or how Magellan should be replaced, even when nobody's talking about it. The guy has zero filter.
He's willing to go pretty far to make it happen too. He'll deliberately let criminals escape if it means he can pin the blame on Magellan and use it as leverage to take over. So yeah, he's less interested in actually running the prison well and more interested in climbing the ladder by throwing his boss under the bus.
