Roshio was a pirate with a bounty of 42,000,000 Belli. He's best known for a brief encounter with Bellamy the Hyena early in the Jaya arc—the two were playing cards when Roshio actually won fair and square. Bellamy didn't take the loss well and threw him out a building window. When Roshio's crew rushed down to the street to help him, Bellamy finished the job by jumping down and hitting him with his Spring Hopper technique.
