Tomoe is Mikage's familiar—or was, until he became bound to Nanami instead. They sealed the deal with a kiss, which is basically his whole love language: he kissed her again to renew their contract when it broke, and he's constantly doing small kind things for her without being asked. He's clearly protective of Nanami to the point of paranoia, always fretting about how fragile she is as a human and ready to threaten anyone dumb enough to harm her or talk trash about her.
The guy's basically devoted to the shrine and happens to be an excellent cook. He refuses to kill in front of her, won't refuse her anything, and gets visibly jealous when other guys show interest—which fans definitely notice and love to point out. It's pretty heavily implied he's in love with her, though he'll probably take forever to actually say it. His loyalty is absolute; he chose Nanami over his old god without hesitation.
