An SPK member and FBI officer, McEnroe first shows up when the US government sends him to Japan to push the National Police Agency into handing over their Death Note. He runs into Soichiro Yagami, the NPA's Deputy Director, who's convinced the FBI kidnapped the agency's leader, Kanichi Takimura. McEnroe manages to convince him otherwise, and they decide to work together to find him.
Things go downhill fast. Takimura turns up dead, and Mello kidnaps Yagami's daughter Sayu as leverage, forcing Soichiro to trade the Death Note to the Mafia in exchange for her safety. McEnroe's there to pick the Yagamis up by helicopter afterward and flies them to an SPK facility in Los Angeles, where Near debriefs them about their kidnappers.
According to Death Note: How to Read 13, McEnroe somehow survived when the SPK got wiped out by the Death Note in Chapter 66, though he doesn't appear again in the manga after that point.
