He commands the Akaiwa Corps, a unit known for showing up to trouble spots fully armed and causing maximum chaos while solving absolutely nothing.
The character barely appears in the original manga, showing up in just two stories, but the anime ran with him way more. Due to licensing issues, he got renamed to "Gobugari" (basically "close haircut") for the TV adaptation, where he's listed as Police Inspector of West Sumidagawa Station. He also got a quick shout-out in Ultimate Muscle as "Detective Tommy Gunn," though that's more of a footnote than anything.
