Power-wise, he commands thunder and lightning. As for personality, Raijuu comes across as arrogant and genuinely enjoys inflicting suffering on others. Hatori doesn't mince words calling him "a twisted hedonist"—someone prone to impulsive cruelty without much restraint. The show makes it clear early on that he's not someone to root for.
