Mister Halling is a miner in the frontier town of Youswell and, thanks to his levelheaded and personable nature, has become the unofficial chief and spokesperson for the mining community. The town's negotiating point with their landlord, Lieutenant Yoki, hasn't exactly gone anywhere, but Halling keeps trying.
Yoki's property taxes are brutal. To keep up with the payments, Halling runs a tavern alongside his wife and son Kyle—ostensibly a place for exhausted miners to decompress after their shifts in the coal mines. In reality, it's a way to squeeze tourists for cash at a frankly outrageous 200,000 cenz a night. Harsh? Sure, but necessary given what Yoki demands.
That said, Halling's a genuinely good guy. Friends and family describe him as the type who'll eat the cost himself if it means helping someone in need. His hardnosed business practices with outsiders don't reflect his whole character—he's just doing what survival in Youswell demands.
