Brigadier General Fox was a heavyweight in the Amestrian State Military and a major figure at Central Command. He was in on Father's scheme alongside the Homunculi and had no problem throwing his own country's citizens under the bus if it meant gaining immortality.
When Promised Day kicked off and Briggs launched their assault on Central City, Fox tried to force General Armstrong into a corner at gunpoint. It didn't go well—she ran her sword through his wrist and took him prisoner. Armstrong then stabbed him in the foot to make sure he'd cooperate. Fox managed to order his troops to lock down all the entrances to Central's command center and threaten Armstrong's forces, but it bought him very little. He was smashed through the floor by Sloth and killed.
