The Chief Patrol Officer running the police box in front of Kameari Park in Katsushika. Everyone calls him "Buchō" or Division Head—he's Ryotsu's boss and a classic grizzled middle manager type. With his neat little mustache and perpetually exasperated attitude, he's usually frustrated with his younger officers, especially Ryotsu and his constant laziness. That said, he clearly cares about the guy like a son; since he doesn't have kids of his own, he's got a soft heart underneath all the yelling.
He serves as a father figure to Ryotsu, Reiko, and Nakagawa, even if he doesn't always show it. When he's not dealing with workplace drama, Buchō's into judo, kendo, tea ceremony, bonsai cultivation, and calligraphy. He commutes to the station by bus and train like everyone else.
The thing Buchō's famous for, though, is his over-the-top punishment runs. Whenever Ryotsu causes trouble that embarrasses him, he'll show up in some ridiculous costume or even riding a tank straight to the police box, ready to give Ryotsu a piece of his mind. Half the time Ryotsu isn't even there when he arrives, and Nakagawa or Terai have to fill him in on where the guy's disappeared to.
