He's the kid of someone who's basically famous for being loudly anti-Esper—like, really against them and everything they represent. Pretty ironic twist: he's got precognition himself, though it's pretty limited. He can only see about two seconds ahead, which honestly doesn't sound super useful compared to what other Espers can do.
He's still in middle school but already has his sights set on Congress. His mother's actually a politician, so he's basically following in her footsteps. The whole thing is kind of a contradiction—his parent's out here fighting against Espers while he's developing powers—but that's the situation he's stuck with.
