Sai's one of the older students at the technical college in Heliopolis where Kira studies. His parents arranged his engagement to Flay Allster—one of those formal setups that doesn't really matter much to the plot. When Heliopolis gets destroyed, he ends up on the Archangel with Kira and their other friends, having managed to escape the chaos.
What's worth noting about Sai is that he doesn't make a big deal out of learning Kira's a Coordinator. While others might freak out, he just decides to pitch in and help his friend however he can. The Archangel needed crew, so Sai volunteers for bridge duties and gets assigned as an electronic warfare specialist in the Combat Information Center. It's the kind of thing that defines him—loyal, practical, and not hung up on the things that trip up everyone else around him.
