A drunk middle-aged guy who runs the orphanage where Anya gets picked up by Loid Forger. He's pretty checked out as a manager—the place is a mess and the kids aren't exactly thriving under his watch. He doesn't care much about anything, really, including whatever story Loid feeds him about himself.
He's got nothing but contempt for Anya, calling her a "creepy little brat" behind closed doors. When Loid mentions needing a literate child, the orphanage director practically jumps at the chance to get rid of her. He's more than happy to hand her over without asking too many questions.
