Sagwan is a spotted seal and a side character in Beastars who lives in room 302 of the Hidden Condo. He's best known for being the one who first walks Legoshi through seafolk culture when they meet in Sea District 3—and nearly getting eaten by a school of fish called Porikokos in the process, though it's all just a huge misunderstanding.
He's got a pretty fatalistic view of ocean life and uses it to explain things to Legoshi. Basically, he's into the whole idea that the sea has its own natural order, and he pushes back against terms like "predator"—that's not really how seafolk talk about their world. Through him, we get a glimpse into how differently aquatic animals think about survival and existence compared to land-dwellers.
