Rivers is a sniper for the Bellamy Pirates, best known for the distinctive hat with long ear-flaps he wears. In the manga, he's the one who actually stopped Sarquiss from chasing after Luffy—not Eddy, as some might remember it. Patrick Seitz voices him in the English Funimation dub.
