Rakuyou commands the Whitebeard Pirates' 7th division. He's a distinctive-looking guy—mustached with dreadlocks—who typically dresses in a light coat over a black vest and unbuttoned shirt, paired with square-patterned pants and standard pirate boots. He wears a bandanna marked with Whitebeard's symbol, which is pretty much his signature look. His weapon of choice is weird and memorable: a spiked ball and chain with an actual face carved into the end, which fans have noted bears an odd resemblance to Chain Chomp from Super Mario.
His name didn't get officially confirmed until Volume 58's SBS section.
