Shikorae is a ghoul and associate of the Clowns who previously ran with Aogiri Tree.
Born as Rio, he grew up isolated and raised by his older brother—his unusual abilities kept him largely cut off from the world. When Shiki Kijima murdered his brother, Shikorae snapped, killing multiple investigators in what's now called the Jail incident. Kijima captured him afterward and put him through brutal torture while locked up in Cochlea.
He was freed during the Second Cochlea Raid and eventually found his way to Roma Hoito, another escapee from the prison. After Aogiri fell apart, the two became partners in the Clowns.
