Commander Amarao works for Interstellar Immigration, a government department that handles negotiations with Medical Mechanica and basically serves as the middleman between the two powers. Haruko's a major headache for his agency since she's actively trying to sabotage communications to provoke an attack.
Those fake nori eyebrows of his? He swears they make him look tough and shield him from N.O. exposure. Make of that what you will.
There's definitely history between Amarao and Haruko—the kind that mirrors what happens with Naota. In episode 4, he comes off as this all-knowing figure who drops exposition and makes surprisingly accurate predictions. By later episodes, though, he's revealed to be pretty weak and honestly not that great at seeing ahead. Fans often figure that Haruko approached him as a kid the same way she did Naota, trying to use his N.O. to reach Atomsk. The problem is his N.O. channel is pathetically weak—in episode 5, when she tries to pull through his head, she barely manages to drag up a slingshot. "Small, as usual," she mutters, which either means she's done this before with him or she makes a habit of testing other guys too. You can read into it that this whole Interstellar Immigration career might've started because of her.
There are traces of jealousy toward Naota, which makes sense.
He's got a real sweet tooth—loves saccharine candy and drinks but hates anything spicy, sour, or pulpy. Pretty similar to Naota's tastes, actually. He gets around on a Fuji Rabbit scooter, which predates the Vespa by six months even though it's way less iconic. The fact that he's constantly trying to impress Haruko, who rides a Vespa, probably says everything you need to know about why he chose that particular bike. It's basically a monument to how deeply she got under his skin when they were younger.
