A former Choushu clan leader who now serves as commander-in-chief of the Imperial Meiji Army and Minister of War. Yamagata and Kenshin go way back—they fought together during the war—so when the two reunite, Yamagata tries to convince Kenshin to take an official government position. He figures Kenshin's earned it after everything he did for the cause.
