Caesar Clown is a mad scientist and the main antagonist of the Punk Hazard Arc. His underlings call him "Master," and he carries a bounty of 300,000,000 beli for his work as the world's leading expert on mass-murder weapons.
Once Vegapunk's colleague, Caesar clearly holds a grudge against him. He's clever enough to know when to hide—he ducked from the Marines rather than fight them head-on—and paranoid enough to wait for Joker's approval before making moves look like accidents. He trusts his subordinates' instincts too; when Monet warned that the Straw Hats might punch above their weight class, he listened. Smoker summed him up bluntly: "one crazy bastard."
What sets Caesar apart is his massive ego. He genuinely believes the chemical weapon disaster that destroyed Punk Hazard four years ago was a success, not a failure—a position that hints at some serious delusion about his own genius. He's also practical about waste; rather than dispose of his poison gas, he collected and compressed it into the creature Smiley, showing he's economizing even when dealing in mass death.
Unlike most Logia users, Caesar keeps his gas powers activated constantly, existing as either fully or partially transformed into gas. He has a distinctive laugh: "Shurororororo."
