Mr. Han runs an operation smuggling people across the border between Amestris and Xing—basically moving folks illegally and under the radar. He's pretty much the guy you go to if you need to get somewhere you're not supposed to be. His services are how Ling Yao, Lan Fan, and Fu managed to cross the treacherous Great Desert and slip into Amestris without drawing any attention from authorities.
