Scarecrow showed up as a minor villain toward the end of the Assassins arc in Cyborg 009's manga run. He worked under Cyborg 0012, basically serving as one of their henchmen.
The character got reimagined for the 2001 Cyborg Soldier adaptation, where he was renamed Scare.
