Neon is the daughter of a Nostrade family boss and a major player in the Mafia underworld. She's a hyperactive, spoiled kid with an unusual hobby—collecting body parts, legal or otherwise. Her father keeps her under constant heavy guard.
What really matters about Neon, though, is her uncanny ability. She calls it "Lovely Ghost Writer," though she doesn't quite understand what it actually is—a form of specialized nen that lets her see the future. Her predictions come out as poems and they're always dead-on accurate. There's a catch: she can't predict anything about herself, and the prophecies are automatic, meaning whatever gets written is whatever the person asking actually needs to know. She barely needs any info from a client to make it work either.
Her father leveraged her gift to climb the Mafia ranks, which pretty much explains his priorities. He cares way more about what her ability can do for him than about her as a person, hence why she's basically under lock and key with bodyguards everywhere. Kurapika ends up being assigned as one of them.
