Peepley Lulu is one of five foremen running Dock One, specializing in pitch, block and tackle, and blacksmithing. He's a dual-wielder who's cycled through swords, guns, and saws over time, though he's settled on swords as his go-to weapons.
The most distinctive thing about Lulu is his hair—or more specifically, the constant tuft sticking straight up. Fans often note how it's basically his defining feature. He'll try to pat it down, but it just springs up somewhere else: the opposite side of his head, his mustache, even poking out of other people's heads. Most of the time it's played purely for laughs, with other characters giving him weird looks or just rolling with it. But Lulu's learned to weaponize it in combat; he can force that hair to shoot out of someone's nose to throw them off balance, giving him the opening he needs to strike.
