Mr. 11 is a Frontier Agent for Baroque Works whose real name is never revealed. His partner, Miss Thursday, doesn't actually appear in the series.
He shows up briefly during the Arabasta arc—just two episodes total. Captain Smoker captures him in Lunas and ties him to a flagpole on his ship, where Mr. 11 accidentally leaks information about Baroque Works. Later, when Smoker and the crew are forced to abandon the vessel, Mr. 11 tries to escape his restraints.
Things go south fast when a group called the "Billions"—elite henchmen who serve Officer Agents—board the ship instead of the "Millions" he was expecting (the regular troops under Frontier Agents like himself). Mr. 11 desperately yells for them to cut him loose, but they reveal their rank and make it clear they're not interested in helping. An agent named Mr. Mellow then walks up and casually says something like "guess it's time this post got filled" before shooting him. While the actual death isn't shown on screen, Tashigi later tells Smoker that Mr. 11 was murdered, so yeah—he didn't make it.
