McKinley is the Captain of the White Berets, Skypeia's police force. He's best known for initially antagonizing the Straw Hat Pirates upon their arrival on Sky Island, though his loyalty to Eneru turned out to be far more complicated than it first appeared.
For most of the arc, McKinley seemed like a devoted follower of Eneru, but once the truth came out—that Eneru planned to obliterate Skypeia itself using his Devil Fruit powers—McKinley revealed his real motivation. Everything he'd done was actually about protecting the island's citizens, not genuine allegiance to a madman. When the stakes became clear, McKinley and the rest of the White Berets abandoned Eneru and threw their support behind Conis to help evacuate the Skypeian people.
