Ichijiku runs the show at the research institute, overseeing the "witches" program and managing "Sorcerian." When high-rank witches escape, he's the one coordinating capture and retrieval operations. He's notoriously cold and ruthless—human life means nothing to him. The witches under his supervision aren't people to him; they're tools, disposable ones at that. He's shown no qualms about eliminating any witch he deems unfit to live.
His real motivation came to light eventually: he originally joined the institute to find a way to bring back his sister Rena, who's been dead for years. Behind his superiors' backs, he's been conducting his own experiments, implanting portions of his sister's brain tissue into Kotori's grane in hopes her memories would somehow survive inside Kotori. The experiment failed to achieve what he wanted, but it did have an unexpected side effect—the grane inside Kotori hatched much sooner than anticipated.
