A grizzled old soldier and the second of the four people running the organization. He's the one who stumbled upon the twins first and ended up naming Johan after a character from a children's book called "The Monster without a Name." Unlike the others involved, Wolf was actually against turning Johan into a new Führer, which sets him apart from the rest of the group.
Johan systematically killed off Wolf's family and everyone close to him—a brutal way of showing Wolf what true loneliness felt like from Johan's perspective. In the end, Wolf dies of natural causes, but before going, he makes one final request to Dr. Tenma: yell out his name so there's proof he actually existed.
