Bone Cold is the strongest member of No Respect and Kinkotsuman's son. He fled home as a kid to escape his father's brutal training regimen, eventually becoming a contract killer who hunts Seigi Choujins. Alongside Hanzo and Fork the Giant, he formed the trio that would become No Respect.
On Planet Kinniku, his confirmed kill count sits at 152—not as high as his teammates', but he's still widely regarded as the cruelest of the group. The lower number reflects his professional standards: he only kills people he's been paid to eliminate, and those 152 were all high-ranking officers with bounties on their heads. It's a distinction that somehow makes him more dangerous, not less.
When Mantaro showed up near a resort, Bone Cold managed to capture Minch and killed him. The fight forced Mantaro to push hard enough to win, which ultimately led to Kinkotsuman attempting to make amends with his son.
