Raji is the prince of Tanbarun, Shirayuki's home country, and he's got a reputation that precedes him—both his own people and the neighboring kingdom of Clarines know him as selfish and impulsive, someone who does whatever he wants without thinking twice.
His obsession with Shirayuki starts the whole mess: he orders her to become his concubine purely because of her rare red hair. Rather than accept this, Shirayuki cuts off her long hair and flees to Clarines. But Raji doesn't let it go. He sends a poisoned apple meant for Shirayuki that ends up poisoning Zen instead, then uses the antidote as leverage to force Shirayuki back to his castle. She's on the verge of giving in when Zen—now revealed as Clarines's second prince—crashes in and threatens Raji at sword-point with war between their kingdoms if he doesn't back off. Unsurprisingly, Raji complies immediately.
