Kiyomi is Light's classmate and girlfriend, first introduced in chapter 31. She's known around To-Oh University as "Miss To-Oh"—a popular girl with a polished reputation that doesn't quite match her actual depth. After a brief appearance alongside Light in chapter 32, she basically vanishes from the story until chapter 85, when she resurfaces as an NHN announcer.
