Mutsuki wears a school uniform-style outfit—half-unbuttoned to show her midriff—paired with a green skirt and brown pantyhose. It's the same basic look as Kisaragi, the second Mutsuki-class destroyer.
She's basically the responsible older sister figure to both Fubuki, who's stubborn and reckless, and Yuudachi, who's just kind of spacey and carefree. Someone's gotta keep those two in line.
