Naomi is a former FBI agent best known for her dogged pursuit of Kira after her fiancé Raye Penber's death. She joined the FBI in September 2001 and quickly made a name for herself—unusually fast for a female agent at the time. By August 2002, she'd already arrested the perpetrator behind the LA BB Serial Murder Case, establishing herself as genuinely competent.
She left the Bureau in October 2003, ostensibly to start a new life with Penber. They'd recently visited Japan to meet her parents and had serious plans: marriage, a move to the States, and eventually a family. Penber was protective of her, actually warning her not to get too deep into his work—he didn't want her safety compromised by whatever he was investigating.
That changed when he died. Naomi became convinced that Kira was behind it, particularly after realizing Penber had been tailing him as a suspect. What really set her apart from other investigators was her insight that Kira's abilities went beyond the typical heart attack deaths everyone else was focused on. She decided to find whoever killed him, turning her personal tragedy into an obsessive investigation.
