He's basically the referee for Razor's "Thirteen Devils" game—technically labeled as number 0, making him the unofficial member of the group. Unlike the other twelve devils designed for combat, this one exists purely to keep things fair and call the shots during matches.
What's interesting about him is that despite being a nen creation, he seems genuinely independent-minded and impartial when judging. Fans have noted that he appears to make his own calls rather than just blindly following Razor's will, which gives him an oddly autonomous quality for something that should theoretically be under complete control.
