Yoko is a spirited kid from Little East Blue who stepped into her father's role as the village's protector. She's practically always in a Marine uniform—the one that used to belong to her dad, who was killed in action. Her father was her hero, so she inherited his contempt for pirates along with his job.
That hatred runs deep. Pirates murdered her father, and for a long time she saw them all as irredeemable villains, buying fully into the Marine doctrine of Absolute Justice. It took meeting the Straw Hat Pirates to crack that worldview open and get her to reconsider.
She's got this quirk of biting people's heads when they get on her nerves—a pretty distinctive way of showing annoyance.
