Tokugawa has that same unsettling presence that Yukimura carries—the kind of thing that gets in people's heads like the yips. He's ridiculously skilled, able to casually return five tennis balls at once during practice, and he belongs to the First Court, which automatically puts him among the strongest players around.
The thing that really defines him, though, is his obsession with Byoudouin Houou. Last year at camp, Byoudouin demolished him, and Tokugawa's been fixated on getting revenge ever since. Before Echizen Ryoma showed up, his rivalry tunnel vision was basically pointed at just one person—Byoudouin. But Ryoma caught his attention immediately; there was something about their first match that made Tokugawa recognize he was dealing with a genuinely different level of player.
