Steven Steel is the wealthy businessman who organizes and funds the Steel Ball Run, the cross-continental horse race that serves as the central event of the series. He's presented as a legitimate entrepreneur with genuine intentions for the competition—at least on the surface.
However, it's revealed that President Funny Valentine has been manipulating the entire race from behind the scenes. Valentine uses Steven's Steel Ball Run as cover for his real objective: locating the bones of "The Saint" scattered across America. Steven himself is completely unaware of this scheme, making him an unwitting pawn in Valentine's larger plans.
