Professor Sebastian is a Team Rocket operative who's shown up in several episodes of the Pokémon anime. He's best known for being the cold, calculating type—the kind of guy who speaks in that measured, deliberate way that makes everything sound like a lab report.
His whole deal is seeing Pokémon as nothing more than tools and research subjects.
