He's infamous as the most cowardly assassin in all of Edo—so much so that he earned the nickname "Turtle Assassin" for his habit of retreating into his shell whenever things got tough. Despite his fearsome reputation as a killer, the guy's basically a nervous wreck who'd rather hide than fight.
He only shows up in episode 92.
