Sairas
Sairas starts as Vice President in the manga, but takes over the top job after David Hoope's death. Once in power, he pretty much immediately caves to Kira, publicly backing him and leaking classified SPK intel. The official guide How to Read 13 doesn't pull punches, calling him "weak-willed" and painting him as an obvious failure as a leader.
In the anime adaptation, he's already President from the beginning, skipping the whole VP phase.
