Paragus is best known as Broly's father and the guy who raised him after Freeza destroyed Planet Vegeta. When that planet went down, Paragus managed to shield himself and his newborn son with a sphere of his own power, getting them both to safety on another world.
As Broly grew up, Paragus realized his son's power was becoming impossible to control, so he had a scientist build a special crown designed to restrain and manage Broly's rage. For years, this worked—at least until Paragus hatched a revenge scheme against Vegeta. The plan fell apart when Broly broke free from the crown's control and went completely berserk. In the chaos, Broly killed his own father by hurling his escape pod into a comet.
Paragus also shows up briefly in Movie 12 as a background villain, hanging around with Freeza after they both escape from hell.
